Is a Cavapoo HDB approved?

Yes. When a dog licence is transferred to an HDB household, the AVS system flags any breed that requires separate HDB approval, and across 100+ Cavapoo placements, many to HDB flats, that flag has never appeared for a Cavapoo. You still need an AVS dog licence, and HDB allows one dog per flat.

The proof: what 100+ licence transfers actually show

Every seller in Singapore slaps an HDB Approved badge on Cavapoo listings; almost none explain it. Here is what we see from the operational side. When we transfer a puppy's AVS licence to a buyer, the system tells that buyer if the breed would need HDB's own approval to be kept in a flat.

That warning appears for breeds outside the approved small-breed framework. It has never appeared on a Cavapoo transfer to an HDB customer, across more than 100 placements. That is not a marketing badge; it is the licensing system treating the Cavapoo as an HDB-suitable small breed, transfer after transfer.

The rules that do apply to every HDB dog

HDB approval does not mean no rules. One dog per flat is the hard limit. Every dog must hold an AVS licence, and first-time owners must complete theAVS Pet Ownership Coursebefore licensing. Keeping an unapproved or unlicensed dog risks fines of up to $4,000.

In practice none of this lands on you, because we complete thelicensingpaperwork together at purchase. Your puppy goes home already licensed to you.

Day to day: a Cavapoo in a 4-room flat

The setup that works, in flat after flat: the playpen in a corner of the living room away from direct afternoon sun, pee tray inside it, water always available. Walks happen before 9am and after 6pm around the block or the nearest park connector, avoiding the midday heat, and the rest of the day is indoor play.

Noise is the question HDB neighbours actually care about. Cavapoos are moderate barkers, and the realistic trigger is boredom during long alone stretches, so the routine matters more than the breed's volume. Is a Cavapoo allowed in a condo as well as an HDB flat?

Yes. Condos follow their own by-laws, which are usually more permissive than HDB rules, though some cap dog numbers or sizes. A 3 to 10kg Cavapoo comfortably clears the size expectations we have seen in Singapore condo by-laws. Check your MCST house rules before purchase.

Can I keep two Cavapoos in an HDB flat?

No. HDB allows one dog per flat, regardless of breed or size. If you want two dogs, that generally means private housing. A single Cavapoo with a good routine copes well; they bond strongly with their household.

Do Cavapoos bark enough to bother HDB neighbours?

Cavapoos are moderate barkers, quieter than most toy breeds. The realistic trigger is boredom during alone hours, which a settled playpen routine and morning exercise largely prevent. Our first training lesson covers exactly this.

What is the AVS Pet Ownership Course and do I need it?

It is a short online course required before first-time owners can licence a dog in Singapore. If this is your first dog, complete it around purchase time; we point you to it and handle the licensing paperwork with you at the shop.

What happens if someone keeps an unapproved dog in an HDB flat?

Keeping a non-approved breed or an unlicensed dog in an HDB flat is an offence that can draw fines of up to $4,000. It is exactly why we complete licensing at purchase: every puppy leaves us licensed, so there is nothing to regularise later.
